Innovative Planning In The Dense Old Urban District Based On Sustainable Urban Landscape

Dense urban districts in Surabaya city are mostly located in the old town area such as Tunjungan, Kembang Jepun, Ngagel, Darmo-Diponegoro, Bubutan and other districts. These districts are facing some issues especially in the scope of limited urban landscape elements. Limited land and water element in landscaping, lacking of vegetation element in the settlement and services district area, and non-optimal streetscape arrangement in the old town area are the issues that should be considered in the process of city planning. Basically, not only a new development but also old town planning must concern also to the equality, equity and balance of social, economical and environmental elements in order to achieve the sustainability. The definition of landscape in the recent year is changed (Repishti,2003). Recently it is more than “visible feature of territory”, the landscape design and planning could overcome the conflict between human activities and the environment. Every physical, human, culture, social are equal. Some issues are relevant such as sustainability, recovery as well as environment. The Role of sustainable urban landscapes is not only supporting the environment but also developing healthy communities such as increase the function of landscape elements and energy efficiency, restore habitats as well as develope the equity of economic, social and, environmental benefits. So the range of landscape project can be seen from large-scale sustainable master plans and housing communities to small-scale green streets, parking lots, and private yards. Now different stakeholders such as landscape or architects, planners, engineers and others are together in interdisciplinary groups in creating innovative models to sustainable development. Hence, this paper discusses the innovative planning that can be applied in the dense old urban district in Surabaya city by considering the physical and non-physical aspect. The stages of research are as follows: identifythe selected dense old urban district, formulate the issues, analyze the potential that can support design criteria with different stakeholders, and develop the schematic design based on the sustainable urban landscape. The result shows there are appropriate innovative planning that can be applied in the dense old urban district in Surabaya city such as recovery landscape and reuse/recycle/facade greenery.
